Chinese extra-territoriality.

United States Government have now replied to our comments on their draft treaty and as the result of their representations we are proposing to make modifications in our draft treaty as set out in my separate telegram which will follow as soon as possible.

United States Government have now indicated that they wish to present their draft to Chinese Ambassador in Washington on 21st or 22nd October but we are pressing them to defer this for a few days.

In these circumstances should be grateful for reply to my telegram under reference at earliest possible date.
